Chatter is what happens when the cutting tool and the workpiece vibrate. This can have multiple causes. I seem to identified why my mill is doing so. The bracket that holds the motor to the Z carriage uses four 10-32 screws and these seem to work loose with time, making the position a little too indeterminate. Tightening them fixes it, but I think some lock washers is the next step.

Try Blue loctite. It works better once it sets and is easily removable.
