It appears that if you cut the pistol grip off an otherwise normal AR, flush with the bottom of the trigger guard, and fit the gun with a 10 round mag, it conforms to the New York SAFE law. This is what the shooter used.
Of course if you're a Nigerian immigrant here on a work visa, you're not allowed to own any firearms at all.

Where did you get this description? It would be a good example of why the stupids can't be trusted to write gun laws.
