I am so old I remember how, last century*, various low-level bureaucrats worked hard to justify keeping Ross Perot off state ballots. The entrenched powers hate "reform"-minded challengers
Keep that new broom out of the hands of the electorate. As many candidates in South American campaigns said, "A new broom sweeps clean."
As my Professor of Latin American History said, "Sometimes a new broom sweeps too clean."
Senators, Congressmen, State Senators and Assemblymen know where their wealth comes from, and they don't want to lose that income stream. Anyone promising reform and transparency is a threat to the situation as they have learned to work it to their benefit.
