Research Request

The Alabama Policy Institute asked me for data on effects of permitless carry laws on murder rates.  I thought that I had already done something on this.  An MP grabbed an angry militant suffragette who had invaded his private club in London, and was carrying the angry and yelling troublemaker. A servant said, ":Sir, there's no exit that direction."  "There shall be."  And concerning that study, "There shall be."

It would help a lot to find the effective dates of these laws so that I can properly cite them.  Alaska's law was effective in 2004, I believe.  Arkansas July 1, 2013.  Wisconsin in 2011 or 2012.  Wyoming, July 1, 2011.  North Dakota 2017.  New Hampshire 2/2017.  Missouri 1/2017.  Maine 2016 or 2017.  Idaho 7/2016.  Arizona 8/25/2017.  Did I miss any?

If you have a citation to the statute or other official source for effective date, could you email it to me?  I have found them for  Alaska, Arizona, Arkansas, Idaho, Kansas, Maine, Mississippi, Vermont, West Virginia, and Wyoming.

  1. North Carolina has had permitted concealed carry since 1994. However it has always had permitless *open* carry.

  2. I don't have any citation handy for Missouri, but here's a wrinkle that'll help you find the effective date: the changes in the law were based on decriminalizing behavior, and changes in criminal law don't take effect until the beginning of the next year.

  3. Actually in Missouri new laws without an emergency clause take effect August 28th.

    In Kansas they take effect July 1st.
