Also, that's just really weird that you get so much stuff. They are to your address, right? Your name? Maybe someone has a wishlist set up for your address with lots of strange products. If so, Amazon would surely know if they were bought that way.

It is an ESD, electrostatic discharge, strap. Some electronic circuit boards can be damaged by a mere one thousand volt ESD discharge. You will not notice any ESD less than about five thousand volts. You touch the board and the circuit board dies
The strap contains a what one thousand ohm resistor which slows the discharge and prevents a sudden electric shock to the board. If you have need for such a strap it behooves you to have device to test the strap.
I don't think it's a grinding strap. No metal. I bet it's for a parent and child

There should be an Amazon barcode on the packaging. If you Google that it should tell you what the item is listed as on amazon.com
