Liberalization of the Law of Petit Treason

I'm reading through Delaware's session laws.  In 1787, chapter 158.b, the legislature decided the common law punishment of petit treason was far too harsh, and reduced the penalty to death.

The penalty was drawing and hanging for a man, and drawing and burning for a woman.  And no, drawing did not involve any artwork.
