So are all non-black Texans required to move? And what is preventing African-Americans from departing? I suspect most will choose to stay, seeing themselves as Americans first.

ReplyDeleteMy first thought was that they're mistaking the US for the former Soviet Block states, as the US doesn't stop people from leaving.
But this is froma Wikipedia article, and I don't see that this line is supported by either of the references supplied for it.
