Prosecutors say that Ybarra has confessed to police detectives that he was the gunman. His attorney has said "significant and longstanding mental health issues" were a factor in the shooting spree.Doubtless. He had been subject to psychiatric holds before in Washington, and as often happens from these... nothing happened.
