If you see any errors or typos, please let me know. One reader noticed a reference to Art. I, sec. 18 of the Constitution. Art. I, sec. 8 is the list of 18 enumerated powers of Congress (none of which include Rep. Maxine Waters' behavior). When I teach U.S. History, I have my students read that last of 18 clauses in class and ask them to show where most of our federal departments and laws come from. The utter befuddlement and occasional anger soon leads to a discussion of the last clause, the necessary and proper clause, sometimes called the elastic clause (including Super Ball rubber--remember those? ).
