It looks like those two clips connect to each other.
A fairly normal harness configuration for respirators is to have a single strap that goes high on the back of the head. It probably has a 'loop' strap that goes around the back of your head with two straps connecting to the top of the mask on each side.
The two lower straps will connect together behind your neck, anchoring the mask top and bottom.
The reason for the clips is to allow you to release the neck strap when you exit the hazardous environment, looping the upper strap behind your neck and letting the respirator dangle in front of your chest (out of the way).

If there's enough slack in the elastic, they should connect behind your neck.
