Someone Has This Rewards & Punishments Model Confused

How bad has gun violence gotten in Sacramento, Calif.? City leaders now plan to pay gang members $1.5 million for a cease-fire.
Following a fatal shooting last weekend in a city park, the Sacramento city council unanimously approved a controversial program called Advance Peace in an effort to address a recent spike in violence.
The program offers gang members cash stipends for graduating from school and generally staying out of trouble.
Whatever happened to "Behave yourself or go to prison or maybe get shot by other gang members"?  Is the vast majority of the population out there crazy?  Or do they not care what message this sends?

  3. They politicians failed Roman history (which they required me to take). Thus they missed the section on Attila the Hun and how all he had to do was threaten to sack Rome and a chest of gold would arrive at his home camp. Or early American history on the reason why the United States went to war against France in the Adams Administration, or the Barbary Pirates in the Jefferson Administration. In those days it was "millions for defense, not one cent for tribute." Today, too many liberals prefer to pay the tribute and then publicly attack the military or the Police.

    I guess part of the problem is the progressives are using "Other peoples money" for the tribute.
