I was searching for ratification date and I was surprised to see a lot of websites devoted to proving it was not ratified. I am not going to link to them. Many say President Johnson did not sign it. Amendments go directly from Congress to the States.
Article V doesn't mention the President having to sign or ratify the amendments in order for them to take effect.
ReplyDeleteConsidering the wholesale way Andrew Johnson "rehabilitated" the former Confederate officers and state officials, I would be amazed if he signed anything about the XIV Amendment including any sort of acknowledgement of receipt.
