Trump's swamp-draining continues.  The unauthorized billions of dollars the Obama Administration gave to its owners, the health insurers, have been stopped:

After a thorough legal review by HHS, Treasury, OMB, and an opinion from the Attorney General, we believe that the last Administration overstepped the legal boundaries drawn by our Constitution. Congress has not appropriated money for CSRs, and we will discontinue these payments immediately.

Trump has authorized Association Health Plans as another method of providing health insurance.  Apparently scraps the existing rules that prevented AHPs from operating across state lines.  Bush proposed this in 2005, but the Republicrats who are owned by the big insurers killed it.
