Why Illegal Aliens Matter in Representation

 Even if illegal aliens are not voting (and we know that some do), their presence increases Democrat representation in the House.  The Constitution originally assigned seats and share of national taxes assessed based on the weird combination of free persons plus 3/5 of each slave:

Representatives and direct Taxes shall be apportioned among the several States which may be included within this Union, according to their respective Numbers, which shall be determined by adding to the whole Number of free Persons, including those bound to Service for a Term of Years, and excluding Indians not taxed, three fifths of all other Persons. 

Once Republicans abolished slavery, the 14th Amendment changed the representation formula:

Representatives shall be apportioned among the several States according to their respective numbers, counting the whole number of persons in each State, excluding Indians not taxed.

Illegal aliens are counted. California has lots of illegal aliens.  Therefore they get more seats in the House.  

There are only two fixes: amend the Constitution, or deport illegal aliens.  Which is easier?
