How Many Concealed Carry Licenses Are There?

I have removed this posting since it is the guts of an upcoming Shotgun News article, and a paper that will be appearing from the Cato Institute soon--and I don't want to steal any thunder from the Cato Institute paper.

  3. I am a day late and a dollar short. Here's what a rep of the District of Columbia's police department told me:

    "There are no concealed carry permits in D.C. Part of the new legislation enacted after the firearms registration act was amended in 2009, also included the elimination of concealed carry permits.

    The exception to this is for retired law enforcement officers who meet the standards and qualifications identified under federal law, the Law Enforcement Officers Safety Act.

    I pressed him about shop owners, and he responded:

    "Store owners may have a firearm in their store, but [may not] carry it outside."
