I think its just a matter of location. My sister in Rupert has seen some decent snow so far in this winter season. In North Texas we have had freeze warnings going back to Thanksgiving and plenty of additional rain including rain immediately after Xmas (20 inches over for the year). Granted California is saying the snow they have isn't holding enough water, but that story comes almost every year. And yes we had a Blizzard just recently in New Mexico.
