Yes he repeatedly told police he was going to drive into a school.
But it was A school, not a SPECIFIC school, and it was vague as to DATE OR TIME, so no duty to protect and serve ANY individual(s) arose, even though there was a SPECIFIC THREAT. No duty is deeply ingrained in the law of law enforcement. Perhaps too deeply ingrained.
