The federal complaint tells us that the four substations outages were done by two guys intent on burglarizing a business. After the power was out, presumably taking out alarms and surveillance cameras, one drilled out the lock so the other could empty the cash register. Four substations to burglarize a business. This seems a bit overdone.
Why would you have alarms or surveillance cameras without battery backup? (I am sure many businesses do.) Taking out power at the business might be more work, but produce less evidence with fewer people complaining all at once. This smells fishy.
