Clearing Vivaldi Cache
Instructions that I can find say to pull down the Tools menu. I cannot find one.
I use Vivaldi on Ubuntu Linux. The menus are hidden in the 'V' icon at the top left of the Vivaldi window. Left-clicking on that icon reveals the usual toolbar options (File, Edit, etc.) including Tools.
Click the red V icon in the upper left to get to the menus.
