The executive order does not force them to pay more, it forces American drug makers to charge Americans less.
The GOAL is for drug-makers to charge Americans less, but the TEXT is that we can't be charged more than they charge in similarly situated countries. The outcome is not necessarily that we're charged less, as one can also comply by charging them more.
