18th Century Black Suffrage

Stephen B. Weeks, "The History of Negro Suffrage in the South," Political Science Quarterly Vol. 9, No. 4 (Dec., 1894), pp. 671-703, gives a detailed history of how free blacks lost the right to vote in the Southern colonies.  Several allowed free blacks to vote into the 18th century.
