Insead of an HTML Hijack

I called Rise Broadband, my ISP.  The phone answered that for technical support press 1.  No other options.  Weird.  Then I was promised a $100 gift card for taking a survey.  The East Indian at the other end then explained that there was a $2.50 processing fee for the gift card.  I hung up.  Someone appears to have hijacked Rise's phone number!
