The Meaning of Jihad

Some Muslims insist "jihad" does not mean holy war but the internal battle of each Muslim to be submissive to Allah.  If so, why do I find so many uses of the phrase "jihad against"?  This doesn't make sense for a personal struggle to be submissive to Allah.
