How Much is Too Much?: Excessive Gun License Fees and Constitutional Rights

Abstract

Most states charge fees for either concealed carry licenses or gun possession licenses. The range of those fees is quite dramatic. At what point does such a fee constitute an infringement of the Second Amendment’s right to keep and bear arms because it renders the right too expensive to exercise, especially for the poor?

  1. Can you make a parallel to voting rights where the poll tax is considered an unreasonable infringement on a basic right?
