Abstract
Most states charge fees for either concealed carry licenses or gun possession licenses. The range of those fees is quite dramatic. At what point does such a fee constitute an infringement of the Second Amendment’s right to keep and bear arms because it renders the right too expensive to exercise, especially for the poor?
Can you make a parallel to voting rights where the poll tax is considered an unreasonable infringement on a basic right?
