Changing Number of Rings Before Call is Forwarded to Voicemail on Verizon Cell Phones

I cannot find out how to change number of rings before a call goes to voicemail. Verizon Customer Service says they are no longer allowed to do that, and I have to set it through Voicemail Options.  But once set up, *86 does not let me do that.
