Abstract:
California’s concealed weapon permit law has a curious history, awash in racism. This paper examines the history of why California’s constitutions (1849 and 1879) lack the right to keep and bear arms provisions common in other state constitution and shows the openly stated racist intentions behind California's three concealed weapon statutes, including the current law.
