This statute would appear to have been passed in the aftermath of the 1788 New York Doctors Riot (see https://en.wikipedia.org/wiki/1788_Doctors%27_Riot), a spontaneous explosion of outrage by the lower classes against physicians (including Richard Bayley, father of St. Elizabeth Ann Seton) and medical students, who were known to get cadavers for dissection from cemeteries in which slaves and poor people were buried.
