Prohibiting Theatrical Entertainments

In 1789, Pennsylvania repealed its law against theatrical entertainments (at least in Philadelphia).  I don't recall where I saw the act passed, but it was in the 1780s.

    Maybe Pennsylvania made a mistake here?
