Eclipse
When I worked Idaho Dept. of Correction, we used MyEclipse, a proprietary and expensive version of the open source IDE Eclipse. Developing my CNC programs with Emacs and ksh was comfortable; I spent 18 years doing that, but Eclipse with the CDT package for C/C++ development is very nice, so I have started using it.
NetBeans is pretty good, too. I find it a bit easier to configure for PHP debugging than Eclipse.
