Some times they truly live up to their talk, as in the case of the North Hollywood shootout. Then however is the LA Riot where the entire LAPD withdrew. For all they're training they are still human beings, not robots. They can freeze and panic like the rest of us. To me thats why the argument that only the police should be armed fails. Back in the War of 1812 the British general Brock mixed his experienced combat veterans in to the units of green troops. Thus when the fighting began and the greens began to panic they would then see the old man next to them either standing his ground or moving forward. American Generals didn't do this and thus had whole units suddenly break and run, as they said in that time, at the first whiff of powder.
